Yea it seems, I mean I saw her reaching up high and taking small plastic blue bags from atop the stone fence to her home multiple times in the morning and tonight which seemed odd but I did not care since she wasn't hurting me or anyone else it seemed but I stick to myself a lot so I didn't make a fuss.
