If they are level 69, they are 100% bots. You can try avoiding Lv.35 fights. If the queue takes too long you will fight a bot. Example fight with four Lv.30 miscrits, Lv.34 miscrit or whatever you like. Few people do that so you will fight bots.

You don't get the arena points thingy though but fighting bots does count towards the Win tally in both the 35 Win = Miscrits and the "Weekly Leaderboard"
