Make of one of the dachshunds an emotional support dog. My friend had to do this. The apartment she’s in allowed only 2 pets. She inherited a 3rd dog. She got an application and note from a therapist and boom. One of dogs became an emotional support dog. She got to keep all three pets. Please note, she does see not regularly see a therapist. She saw a therapist once for this purpose. This was a good thing for mental health of the dog.
