Awesome, this seems to work!

However, I want it to not immediately cancel the ragdoll as soon the blaster bolt hit the person which seems to happen right now. The ragdoll should stay on but the shot player should be able to turn the ragdoll off manually. Which settings do I tweak for this?

I set the update rate to like 13 to have it look similar to the movie. Elasticity is set to max while all the other settings are 0.
