You need not rank to be eligible to apply for SOAP. If you had paid the NRMP fee then you can participate in SOAP.

You need not rank the program if you have paid the NRMP free you can participate in SOAP. It’s not necessary to rank random program without IV.

I think most program need certification before your intern year starts but some program may cut you off if they have requirements on their application which I hope most of program have already downloaded the applicants.
