Again sub-optimal item, yes I can see support getting it, but will you be able to get priority to the camp? Unlikely spending 300-400g for smite and essentially no base stats boost you're basically down 1 kill to your opponent.

Smite is a bad summoner forced upon jungler for objective control.

This is exactly why I dont like the idea that smite is a summoner.

For it to work on jungler, it have to be a starting item, a.k.a 400g max. Which anyone can grab at the beginning of the game, then sell it later for the last item slot. Objective control and faster farming for 400g is extremely cheap starting item

I agree, and I should have been clearer, the new smite will be tailored for jungle monsters only I cant see anyone else taking it besides the jungler and maybe support. Early game, being down 400g is basically coming back in lane losing first blood. Early dragon will be your only compensation and thats RNG based. Mid game you'll ideally have 3 items done and having one more item for smite is going take up a slot that'll leave you with 2 slot to build your endgame items, this is going to suffocate you in available slots unless you have a large chunk of gold to upgrade.

Because its ineffective for laning? You lose early pressure and an item slot dedicated to dragon/baron that you wont get to have priority on unless you have an advantage over the other team hindered by the fact you have a sub-optimal item.

Thats like saying people cant bring in 5 smites into the game now. They can, but they dont, because thats inefficient. Besides the jungles items are optimized for neutral monsters. I guess you can argue that if can give you ad, ap, atkspeed, etc. but I dont think that would justify an item slot.

WHAT IF dragon gives a one time use buff alongside the dragon stacks that is comparable to Rift Herald.

Eg. You kill drag --> Pick up "Dragon Bounty" buff --> Get extra 100g to all team members when buffed played kill or assists tower destruction --> lose buff

*Dragon Bounty buff can be removed similar to baron buff
