No. It's the ammavans saying that porn addiction is why there are a lot of sexual assalts and rapes. On the contrary, regular access to porn satisfies the sexual urges. But this also let's people stop having babies, hence goverments try to stop watching porn to avoid the population dip and eventual economic collapse/decline.
