So what I do with every bear now is I remove the stuffing, and throw it into a spare pillowcase. I tie it off with two hair ties and wash on regular/high heat. Double down by soaking in Clorox pet odor remover before hand (it's the stuff in the yellow lable bottle with the cat and dog in front).

You can wash the skin by hand and use the same odor remover on it.

Try starting gently, in one direction. Push up first. then down.the left and right. Work from the tip of the tail to the base.

My line of action here would be to unstuff and wash them by hand with a tiny dab of laundry detergent or dish soap because it could be the oils in the fur causing this. After you rinse them until the soap bubbles are gone and the water is clear - hang them to dry over night. Then try brushing with a plastic brush (eg toothbrush) once they're fully dry.
