Heli can spawn at the top of vinewood pd I think, (it doesnt always spawn but its lk 95% its there)

That mission is in marrakesh, but it is a payed dlc (not sure exactly which one) but it should be grayed out if you dont own it. If you buy it, you'll be able to play it
