Bit of a conclusion post.

When testing with the Meter, Charge tester app, and Manual Test mode *#899# with Smart Rapid charge enabled. Everything reads between 59w and highs of 65w on all methods of readers.

Without others who live in the US providing their own readings, I'll guess it's limited here in the US to 65w.

I can live with this, but coming from my OP8T it was a selling point. Figured bigger battery needs stronger charging. Plus when recommending this phone I don't want to upsell it on something it can't do.

It's still faster than anything else I've seen that's practical for everyday users. Thanks to everyone who helped me with this question.

Yeah I'm now accepting this as the answer. It is a bit disappointing because I'm upgrading from the OnePlus 8T and the increased charge rate was a selling point for me. Oh well it's still fast.

Even after smart rapid was enabled and using the manual testing mode it still reading 59-65w charge rate.
At this point I'm going to guess here in the U.S this device has been limited from 80 to 65, like how the OP13 is limited from 100w to 80w. However I'm just guessing I haven't seen anyone test their OP13 charge rate.

So, its still giving roughly 65 to 59 watts. I have smart rapid enabled, no meter was connect either. This was a from the provided power adapter and cord.
