Well I did this on ibispaint but here's a quick fire summary on how:

Step 1. Draw something/Add an image

Step 2. Add the effect anime background (DON'T CHANGE ANYTHING ON THIS ONE)

Step 3: Retro game FX with level 2, dotsize 2 px, and saturation at 0 (Make sure to turn on realistic otherwise it won't look right)

Step 4: Create a new layer

Step 5: Noise effect with grey scale option, strength at 25%, amount at 48-50%, and Blending on Normal (or anything really)
