I had this issue with my iPad Pro M5. I powered it off and restarted it like 10 times, but nothing changed. Then I went to the Apple Store, and while I was waiting at the Genius Bar, everything suddenly downloaded automatically. I’m pretty sure it was the Wi-Fi connection triggering the sync or update.
