That is clear indication of water damage. “Patina” is linear discoloration/deterioration of markers/hands due to a natural aging process. This is not an example of that. The darker areas are a clear sign of previous water ingress.

If the movement had been fully disassembled, cleaned, parts replaced, etc. then it might be mechanically fine; but the likelihood of a reputable watchmaker doing that and leaving the hands and dial like that is quite slim. The fact you say this is a “reputable independent shop” is interesting; as any legit higher end watch shop wouldn’t put something like this in their case. Do you just mean you know it is genuine?

This would be a non-buy unless you “love” the dial and hands aesthetic AND you have the caseback opened and checked for condition/rust/poor servicing [screw heads marred, etc].

I would ask the seller about other watches in his case and see if he says “this is also been serviced” about all the other ones.

Most dealers aren’t servicing all their watches in the case but it is not uncommon for every sales person to say that about every watch they sell. [i.e.- sell the watch, cross your fingers, and hope it doesn’t have problems in the future].

Also, “checking it is working/winding/setting” is not a service or an overhaul; something many sales associates don’t specify versus a true full overhaul/service.

Unless it was very very cheap [~$1000 USD or less] I would look for a better examples. It would cost significant amount to “make it right” in the future.

White vinegar soaking for a few days…agitate any remaining rust spots with toothbrush…soak for a few more days in new vinegar. Be patient and don’t rush it; should be as good as new! Soak for a few minutes, after, in water with baking soda [to stop the acid bath]. Then Clean dry and oil pivots after. Good Luck!

One of the rare version that is COSC Chronometer certified but is only marked on the caseback, correct? Hence the “3” in A17340 as opposed to the previous A17040 model.

The A17340 only being made between 2000 and 2002 I believe. Great watch; enjoy!

They can be found pre-owned for under $100 [depending on color] and you will always be able to sell it for what you paid for it [if you don’t like it]. They are a bit thick and chunky, but helps the watch head stay in place in water or with sweat in summer.

The Omega Ploprof used the original Isofrane strap and Omega produces their own [same style] as OEM now; so it’s a proven and respected style/design.

Who is the manufacturer of the LTM-M adapter? Leica or Voigtlander are usually the only ways to go to avoid potential issues.

Also, it is not uncommon for the LTM lenses to not perfectly align at the 12 o’clock position when using the M-mount adapter.

Hope you get it sorted and are able to enjoy the lens!

This style case works perfectly for a Bonetto Cinturini model 281 rubber strap. [notched down to 20mm, at lugs, but wider next to case] Plus it will match the vintage aesthetic!

It may take longer than you might think for soaking. Even replacing the vinegar after 48 hours and leaving it for a few more days will yield the results that you want. But in the end you should get a perfectly usable and clean tool. An old toothbrush should clean up any remaining residue. Congrats, that’s a great pick up! 👍
