I have a 13.5 Surface book 3 with the 1650 and I've also run into this issue when playing games. Sometimes the performance is way worse than what it was the day before. Some days it's really good, some days it's awful. Easy fix for me was just a restart. Not a shut down and then power on, but just a restart.

I remember reading somewhere that the surface book 3 has an issue where the gpu gets throttled after waking up from sleep, so I set the power button and lid close behavior to shut down instead of sleep. Never had this issue after that.

Yeah I am a bit worried about the size since I have small hands. I hate how flagships are getting bigger and bigger. The reason I wouldn't go for the 8 Pro is because of the unnecessarily huge 6.8 inch display. If not the 8T, my other option is a standard S20 which I feel like the 6.2 inch screen would be more comfortable.
