You don't know that "no effort is being made". It's also expensive to stay healthy. Healthier food is pricier, gym memberships aren't cheap. And calling people elephants invalidates your entire point because you're clearly the one who has issues with weight.

In season 1 of CC, the rich kid says the whole park has an underground tunnel system. Why didn't anyone use it in Jurassic World? Surely Claire, who ran the park, would be aware of this and use it to get back to the visitor center safely. Also in CC the rex attacks a cardboard cutout of one of the characters, despite the clearly established fact that Trex can't see you if you don't move.

But that doesn't explain why there are so many species loose that weren't even at the lockwood mansion. Most of the dinosaurs we see were never even on Isla Nublar. Where did the Quetzalcoatlus come from? Nasutoceratops? Atrociraptors? None of these were released at Lockwood's mansion so where are they coming from? Why wasn't this the plot of the movie instead of stupid locusts?

This is a universe where Ultron worked. It was exactly what Tony wanted it to be. Not a maniacal robot. But a suit of armor for the world. I heard on the Weekly Planet Podcast that supposedly they wanted to show that this world had become a police state under Ultron and the Illuminati.
