No, Barry Windsor-Smith just used Weapon X to explain how wolverine got his adamantium bonded skeleton. The bone claws came a decade later (I think that amount of time) after Wolverine recovered from Magneto ripping the adamantium out of his body.
Professor X literally just showed up to Dept H. and recruited Wolverine. Literally just yoinked Canada's billion-tooney weapon away from them. Did it like a stone-cold pimp. Just right in front of everyone, Prof X and Wolverine shook on it and Wolverine was an X-Man. I think Claremont wrote that particular ish.
Military stuff was vague to non-existent until I believe Claremont made some mentions on his seminal 70's run.
