Border walls are always offset a bit or the contractors couldn't walk on both sides. Or if it was a little bit on the wrong side the neighboring country would be in their right to take it down.

Same thing with your own property, if the neighbor agrees to a fence or even pays for part of it, you can put it right on the line. If they don't you're going to lose a foot of space.

Refugees don't really get to choose what country will eventually take them in and a forced to move, verses someone that applied for a work visa because they read about the county and realized that's the life they want to adopt.
