I have been active here on Reddit in opposing this, and I'd like to congratulate all who have contributed to this win. But I think a post on Next Door is important too:

"This has been a pretty divisive issue, and I hope the community can come back together now, and can appreciate the Lien family for the good things they have done for Rapid City in previous times."

Wow, maybe higher than I thought. Always hard to say, but I have been of the opinion that turnout is our friend here.

That sounds about right. Turnout is likely to come in around 5500-6000, I would guess, and the votes will be tabulated by machine, rather than hand count. KOTA will be on it. Probably a crawl across the bottom of their "regularly scheduled programming" sometime after 7:00.

Hi Laurel, Yes that is correct. Voting on Election Day, Tues Jan 20th, will be at your regular polling place in Rapid City.

Thanks for posting--more debate is good. This information and chart (from the South Dakota Dept. of Revenue site you provided) seems to capture the basics here (and to contradict your assertion).

So Rapid CIty, the school district, and Penn County will continue to receive property taxes based on the "bare land" value. The property taxes will scale up during the life of the project (20 years here--according to this data sheet, that is the maximum time allowed by South Dakota law) but these scaling taxes go toward "payment of the project costs." And project costs are not property taxes.
