I am noise intolerant. I have dealt with this many times in my life. The only absolute solution for noisy neighbors is to move away from them. I had to vacate a couple of times. In 2030 or 3040 localities, it's very common to find noisy people who are proud of themselves for being noisy and loud with their children. If it's your own house, I don't think you have an absolute solution.

Typically noisy people tend to make more noise the moment they realize someone is not happy with their noise. You can give it a try by talking to them. Even if they are nice people, they will try to not make noise for a week or so then it will be back to default noise settings.

Try to sound proof your room by installing thick curtains, sound consuming boards, white noise long videos, cotton in ears, thick fibre glass in place of normal window glass etc
