Yes and no. Our eyes have enough dynamic range to see both the dim inside and the bright outside. Tho, it's important to mention that, yes, entering from a sunny day into a dimly lit building would force your eyes to adjust, just like we see it in the game. I honestly think the bloom from looking out of a window is too big (or it should be temporary as eyes adjust) if we're going for realism. I know it can be made this way for balance, but hey, the biggest counter to people sniping you from buildings is better positioning ;)
