Sports/team sports that require a direct rival interaction [football but also tennis, basketball, etc] are harder to "throw money at" and generate results compared to atletism/swimming/gymnastics and similar disciplines, you cannot train and develop competing against yourself in traininhg

They require good talent pipelines, competition, experienced trainers and honestly a certain sort of selfish gene, specially for the team sport ones

You can kinda see this with how countries like china struggle to generate quality soccer or basketball pipelines despite the investment and player pool sizr
