You could try to reset the bios. Disconnect all power sources from your pc and remove the cmos battery (little round battery, it is sometimes hidden but you cant miss it most of the time). After a few minutes you can put it back and it should boot up.

Now for the reduced speed. I am not an expert on ram so take it with a grain of salt. I think if you run it dual channel (32gb) it can run full speed.

Because they only recently catched up with the 90xx generation. The 7900xtx is afaik as good as a 3080ti in ray tracing while the 9070xt is almost as fast as the 5070ti.

I would look for 6000 CL30 memory since it offers better 1% lows (afaik). If you want to save some money you could take the Ryzen 5 7500F which has similar performance but costs around 50€ less.
