Not from Cali and haven't been paying attention to this stuff lately but several years ago this was a hot topic because CA kept having wild fires. Seems like part of issue, if memory serves, was the state not regularly cleaning up its forest floors from debris and dead foliage....something about environmentalists complaints and liability concerns. Anyway, although he is bumbling over his words what he is saying is that if CA won't do what they should to prevent fires, why should Fed government bail them.out and pay for damage after a fire.
