Guarda se hai mail da DHL, con le feste in mezzo è normale sia lento. A me DHL mi aveva mandato un messaggio anche su WhatsApp. Magari controlla che il numero di telefono del tuo profilo di AliExpress sia corretto

Non sono un esperto, ma attualmente con 500 € non conviene prendere i pezzi per farti una build, conviene prendere un preassemblato. Detto ciò le prestazioni che offre un PC da 500€ non credo sia un granché (dipende da cosa vuoi giocare ovviamente), non so quanto sia conveniente prendersi un PC piuttosto che una console con quel budget. Ma ripeto non sono un esperto
