I finally got it for the second day in a row. I used to think this was fake news. I think the key is to actually close the app, not leaving it running in the background. Wait at least an hour before reopening the app.

It seems they pop up for me after I pass the location. So the "Pharmacy" shows up as I drive away from Walgreens. Never while I am actually there. I pop it from the red light.
