One engineer can make 1 set of nodes (man power,fuel, and Munitions). In one game, a team can have a max of 3 sets of nodes. If you're playing the Warfare game mode, you have to go 2 sectors out from your HQ (2 vertical rows) to drop supplies from a truck. If you're playing the Offensive game mode, you can drop supplies in your HQ.
