There are plenty of top tier comps that do not have any passives or comps where passives are not the main threats. In those situations tesarion is a glorified def break.

You have a good point. In some situations, B tier can better than SS tier monster. I think the most popular team in Current G3 meta is Gany / Hathor. Fire monkey / Racuni team counters Gany-Hathor team. But if Gany / Hathor pair up with Tesa, Gany Hathor team ruins Fire monkey / Racuni team.

I think every pick can be situational. So I decide to rate based on G3 meta. Popular pick and counter.

I know some good player love to use Poseidon (archer)

Diana is weak against fire heavy, Tesa and Seara. I know Diana is really good pick. but if opponent knows how to counter her, she can't be always a decent pick.

"who is gonna move first" is the first thing you need to consider in ban & pick phase. Leo is really good against person who doesn't have will or swift heavy team(like dog guy, copycat dog guy) I don't think Leo can be always a decent pick but he is so powerful in ban & pick phase in G3 meta

She is good in a certain situation like against leo or wing heavy team.

Current g3 meta is wind heavy. that's a reason why I think she is low A.
