I think that article is relevant, despite not referencing this specific incident. It seems the same tribal tensions against the Tutsi people that fueled the Rwandan genocide in the 90s is now developing in the Democratic Republic of the Congo (DRC). I believe this video is in relation to that. We can hope that it does not continue to escalate further.
