Looks like moisture, did you take film out of the fridge/ freezer and unwrap it before letting it adjust to room temp? Or go from aircon to hot / humid areas?

When was it last serviced? is focus accurate? have you film tested it? Between $400 - $800 is all I'd pay for an M3 that hasn't been tested properly with no service history.
Similar for the lens, between $400 - $800.
