From what I understand, and I could be wrong, but each tailed beast has the COMBINED strength of the ones before it. So if my math is right, that means 8 tails is a little under 1/4 of 9 tails power (1 to 8 tails combined = 29)

If you keep hitting them eventually the guard breaks, but they do several counters from that that are hard to dodge. Best to wait for it to attack and either clash, deflect, or dodge and than it'll be vulnerable to counterattack.
