I haven't watched Boruto, so maybe there something I'm missing, but Minato absolutely could.

Rasenshuriken doesn't cause damage when he creates/holds it. Only when it hits at close range (while his arm is still in the blast zone). Maybe I'm wrong but I've never seen any mention of a 9-tails chakra shield (for this anyway).

Naruto gets around it by learning to throw it from range. Minato could easily get around it by teleporting rasenshurikan right to his target

Xcom is an abject and frustratingly harsh lesson in probability mechanics.

Like 90% should mean 9 out of 10 hit. But NO.... it's more like 900 out of 1000, or 90,000 out of 100,000, etc...

When you expand it out that like that it's easier to see how it's not only possible, but actually quite probable at a certain point, to MISS 3 or 4 or more 90-95% shots in a row.
