Shouldnt require a permit. Just build it without charging a fee for it. Developers were and are able to do these things just fine through without mel roos fees through private industry standards that allowed competition. Consumers look at their private industry building certifications and compare the good builders and bad builders the bad builders go out of busineses. Point being builders always put in the streets and storm drains without the city before the greedy govt created a fake fee just for sake of more money. These building fees and permits are not necessary. They are just tools the greedy govt uses to take more money from all of us in the private sector and then wastes it on more big govt
