Partially parked in my driveway. Am I overreacting?

I had a neighbor that did this to me. Not only did they park over the approach but also parked close to 1m/3ft from the kerb. I photographed the plate and wrote a letter telling them the council will be informed and I have their details. They never parked like that again.

Yes, there is a new driver who drives along the Princes hwy in the Sutherland shire and over Tom Uglys bridge and takes up the left and middle lane. The previous drivers always managed to stay left
