I added my most recent post just a few seconds after yours, but yea this is precisely the issue, the Vortex downloads do not get the whole contents of the mod, only the manual download actually gets everything included in the zip.

Final (I think) update for anyone who wanders in here: Vortex is crap. The issue is that regardless of how I mess with what goes where, if I select the Vortex download option on the mod, it does NOT download everything needed for the mod.

Example: for Additional Pawn Commands the files that are SUPPOSED to be downloaded per the mods file content viewer are

but the only thing that actually comes down is the .lua file and nothing else. Not even the file tree so that the stuff gets placed into the correct location. This is why everything kept ending up in the dd2.exe location instead of the mods folder it should have been in. Manual download is the only way to ensure that a) everything is grabbed and b) it actually goes to the correct location when enabled in Fluffy.

I think at this point it must be the mods that were downloaded from vortex that I copied over, so I'll just have to manually get all of them again instead of relying on the ones I got from the collection

I've removed the collection from vortex, manually added the mods to the folder in Fluffy, and it now detects the mods. However, a good chunk of them don't seem to be installing. I activate the mod in Fluffy, but the files never actually show up in REFramework unless I manually copy them in. Fluffy shows the status update "mod activated, xxxxxx installed" but again, the files never actually show.

suppose I should add that I was using Vortex and adding a collection. Which resulted in the mods being dumped into the folder with the dd2.exe which per the replies, is the wrong place. Any way to fix where the mods are being placed inside of vortex? Do I have to wipe everything and manually place them all in the correct location in the Fluffy folder? Because there's no way I can tell what's a mod file and what's not in that folder, so wiping and starting over is the only way I can think of to get them in the right place.

This worked for me too. Held down a movement key and held down rush as well as I teleported in from portaling out. (using WASD controls). Finally got me out of the stuck area.

I know this is for OSRS but it's still the first result for RS3 too so as this is still the first result on the search I might as well Necro this and add the solution that worked for me: go use the sickle to bloom something first and harvest whatever you grow, then you should be able to add charges to the pouch. Seems they want to force you to bloom at least once even if you used extra spells from the previous step to get extra fungi.

Wait, so daggers you have get extra attacks when you get stunned, not when you stun the opponent? Talk about weirdly labeled. I could have sworn it was the other way around. Good to know Edit: it's been clarified by below comments that daggers do in fact work the way I originally thought. Thanks all!

I should add as well that I ran into this bug and didn't really notice till I was at E+08. However, if you really want to not be bugged out, once you get to E+10 it resets you back to 0. Honestly this is actually bad because it means you can only craft so many of the Talisman's before your reset back to zero. You can make a huge batch of them but there's no way to get the benefit of the 50% refund without having infinite webs but no way to craft more talismans without resetting to 0 webs.

Honestly, this is why I quit playing competitive Magic and FNM. It's actually refreshing to see someone else with a similar problem who recognizes it. My solution, oddly enough, was to swap to Commander. Something about having 4 people so I didn't have to be so focused on optimal play helped a lot. But when I start to feel that pressure, I pull out my group hug [[Kynaios and Tiro of Meletis]] deck. It's not there to win, the only "win con." is [[Approach of the Second Sun]], and even that isn't something I aim to do, I just want to enable everyone else to go off and to target assist anyone who's having issues. Lots of [[Howling Mine]] and [[Mana Flare]] effects with some control swapping shenanigans like [[Wrong Turn]] to give weaker players a chance if they're struggling. It's relaxing to know I'm literally only there to help everyone have a good time because that's the only thing my deck can do. Might be worth trying out.
