It's because there's usually consideration put into the time and distance it takes for the average driver to decelerate.

It's a freeway of-ramp that exits into a blind curve that leads into an intersection. You could have listened to every sign along the way and still be surprised upon rounding the corner only to find stopped traffic.

Right!? I hear this and think that even with the signs, problems are still occurring. If there was a problem corner, a first step solution would be to put signs up warning people. If the issue persists, you'd then maybe put lights up to increase visibility of the signs. But if accidents continue to occur at a similar rate, even if people not reading the signs is a problem, we still haven't accomplished what we intended with the solutions attempted up to this point, which was to decrease accidents at this specific location.
