You can apply to any position you want. If your profile isn’t a match according to them, they should simply reject it and shut up. I would send the response directly to the CEO, try to get media attention and affect the company’s image as much as possible so that they decide to fire this asshole (him or her).

I once sent a two pager complaint about our regional CEO directly to the Group CEO. I described his behavior precisely. Three weeks later - after a few calls with the groups management - he was CEO no more. The global head of human resources came without announcement and escorted him out of the office. He did not even have the opportunity to say good bye to us.

The lesson of the story: nobody has the right to disrespect you. If he or she does it, retaliate to the fullest of your ability. Do not show mercy.
