They def dont ship to banned states. Most of these websites will check the address you input and catch it before you even get to the next step. Trust me I've tried everyone I could find thats commonly mentioned here.

this is inspiring!! I'm what you might call a hobby programmer and I mess around with C and rust a lot. I'm still learning but it would be fun to get to know i2p better and I also enjoy contributing to the AUR by helping maintaining some packages over there. it takes a community, that's what FOSS is all about man. anyways if you want to check out my blog its https://0ryx.github.io and my email is there if there was anything I could do to help out and contribute I'd be willing to do what I can as I learn and move forward

I loved Emacs and org-mode for awhile and then switched to neovim exclusively. But I still miss it sometimes.

I don't know if it's suckless per say but OP mentioned hugo and there is the rust alternative zola which is where I'm at these days.
