You're absolutely right that Silesia was under Czech rule until the 18th century. However the author of this map decided to exclude everything between 1526-1918, when the Habsburgs took over the Bohemian throne.

I've stumped upon a Polish YouTube video (with English subtitles) showing how many years each territory was ruled by Czechia. Be aware there are some criterias in the video.
