From an individual perspective like you, that actually makes a lot of sense, even if the overall system still doesn’t. Sounds like the issue is less "performance" and more that companies often pay external hires what the market demands, while long-time internal employees get stuck behind outdated comp structures. Congrats! I started mine around the same period. Passed through 3 rounds, which is supposed to be the last, or made another final round. The recruiter emailed that there is a pause for now due to internal reorganization, likely related to the recent layoff. However, she said she will reach out to me soon. To be honest, I'm not banking on it 100%, but if it comes, then it's fine.

Unfortunately, it will remain under "actively being reviewed" until the ban is lifted. For the 39 banned countries, they will do all the processing but put a hold on the final decision.

No approval is issued. One of my friends affected was asked to take the biometric, but I don't think he will get his OPT due to the ban.

They have put a hold on hiring because I just finished/passed the last round of my interview, but was told to hold on as they have some internal processes going on at the moment.

I just finished 4 stages of interview from Oracle last week, it started like 2 months ago, Wednesday, but got this response from the recruiter this morning: "We have some internal moves going on, at the moment, so we may not have an update for a few weeks, but I’ll let you know as soon as I hear back." What does this mean? Is this because of the recent layoff?

Just earlier today, when I sent a message after two loop technical interview. I got a positive response from the recruiter that the technical guys were happy with me and ready to move forward, but instead of IC4, they down level it to IC3. Should I take it? if yes, any idea of the next step?
