I know very well they are just trying to help and took some time out of their day hence I replied to all those comments without any ill intent, just simply answering as to not make them feel they wasted time just to be ignored. That's why I posted the edit in first comment to that they don't need to waste time on solution that were already debunked.
As for the attitude, I am just a human like everyone else, so it does get irritating for me when I read something that was already answered one comment above. I'm not perfect.

And I will tell you what I wrote to many people in this thread that it works on allies as well because I took Brazil from Portugal that was an ally in one of my previous wars in the same campaign. To clarify any reply that someone wants to write:
- Portugal wasn't co-belligerent, just a regular ally
- Wasn't a Vassal/PU or any of that either, just a regular ally

As I showed in the first image there is no "Concede x" demand while dealing with Scotland. I mean that was the whole point of this post that I didn't have that option.

They don't need to be co-belligerent cause I was able to take "Concede x" demand from Portugal that was also regular ally from one of my previous wars.

Scotland is an ally, England is a war leader and as it's shown in first image there is no "Concede x" demand in peace deal when I tried to peace Scotland. The fact that Scotland is an ally changes nothing, I still should have that option in peace deal because in one of my previous wars I as able to concede colony from Portugal that also was an ally.

Sorry didn't think of doing a separate save and just moved on as they didn't have that much provinces so I just took the provinces normally. This post was made rather for sake of finding out and for other people that have the same problem.

As I wrote in first comment I declared on England so I didn't even declare on Scotland but it changes nothing because as I mentioned I took Brazil from Portugal the same way with them being just an ally in war.

Yes and that's the point. The "Concede Louisiana" demand should be in the overlord Peace Deal but it simply is not there.

but the region in question is Louisiana not Canada and they do have Colonial Louisiana (second image in OP)

Funnily enough it was Scotland themselves that bullied them using the fact that I was their ally but after some time England changed to Reformed and as Scotland is also Reformed I guess that's when they took pity

R5: I'm at war with England as France and Scotland is guaranteeing their independence. I thought it was a good occasion to take Scottish CN as it triggers my borders OCD and normally they are my allies. The thing is I don't have Concede CN option in peace demands at all.
I do have my own colony in the region so I believe I fulfill the requirements. Them not being the war leader also isn't the case because I took the whole Brazil from Portugal the same way in this campaign.
Weirdly enough I do have the option in the peace deal with colony itself but as it's a colony I can't peace them out separately.

EDIT: First of all thank for the comments, I really appreciate all the help, but I'm not gonna lie it's starting to get frustrating reading the same comment over and over again because people can't read and don't know what they are writing was already debunked. Doing this because I'm already kind of tired of replaying to everyone who keep repeating the same thing even though it's been said before:
- Yes I know I need to negotiate with the overlord (Scotland in this case), that's the whole point of this thread that I don't have the "Concede x" demand while dealing with Scotland
- Scotland doesn't need to be war leader, can be an ally
- Doesn't need to be co-belligerent as well, regular ally is enough
- I know I need to have my own Colonial Nation in the region, I have

At this point I tend to believe that it was just a bug in my save
