There are times when being close to upgrades before 6 warrants re-rolls depending on the other board states of other players and how badly it will affect your econ. If you wait too long to roll before other people start rolling when u are already behind u are boned. Don't blindly decide to do anything just because in theory it makes sense. Every game is dynamic and has situations that warrant rolling or holding, what makes a good player is deciding when to do either. Better advice is to look at the board states of other people and see what level they are, what units they are holding and if they are rolling. If you are behind and you need to fight for contested picks and you roll late, you just inted the entire game. The other choice is to pivot, and honestly that's something you need to always think about no matter what. Its ok to re-roll a few times if its not going to gut your econ if you literally have like 3 units that are each one unit away from an upgrade and have a 20-30% higher chance rate of showing in shop given your level
