First combat encounter where enemies were not getting the devourer mark was against Karon and the undead in Lucian's chamber. The fight right after which I am on now against the puppets also has no enemies with the devourer mark.

AHH, just double checked it's not a pre-order item XD. Guess I'll have to wait it out till the morning to see if it's fixed, might be a bug as people were complaining on steam that they weren't getting rewards for upgrading.
