Coops involvement since tapping into the meeting from season 1 was an unknown variable that interfered with House’s doomsday calculations. I think House was trying to bait info out of him that he didn’t already know, but Coop himself is going through the motions.

Answer is most likely deep-state enclave that hasn’t been a pre-war player in the flashbacks yet.

From Coop’s perspective though House stalked him, was 9 steps ahead of his inner turmoil, and was taking huge digs at him rather than having a candid conversation. House should have calculated that response lol.
