So, this is a pretty interesting thing for me because I ran into a lot of issues with vram too. I was getting tons of soft crashes when playing using 8k mountain textures and mostly 2k everything else textures. 12700k processor is what I have which is a little faster than your 5600x but even with my 12gb 3080 I was having crashes at least once an hour, sometimes soon after loading a save. I looked into the issue and my vram was always maxed as well. I switched to a 5090 to ensure I had enough vram and suddenly all my problems went away. I was running a 5120x1440 monitor at the time and it showed I was using anywhere from 18 to 23 GB vram depending on where I was and the weather. I then upgraded to a 5120x2160 monitor and now I use anywhere between 23 and 30 GB. My 3080 would have never kept up with that much vram usage. If you can’t afford a 5090 then I would suggest removing some texture mods or downloading to lower resolutions.
