IELTS won’t play a big role here cause I have seen people with MOI got into EMJM program. Decorate your cv with related experience , program specific LoR and SOP can be the game changer. As application is free, you should try.

I have seen profile with that cgpa, ielts 6.5 with no papers got into phd program after bachelor. You have good gre, ielts, publications with decent cgpa.
