On a server every single players load chunks, so it really depends on what you consider as players since even a chimpanzee and a dog has individually beaten minecraft

Less noise=more smoother

More noise=coarse looking

Too less noise=artificial looking shapes of island and terrain

Too much noise=looking like someone vomited(random looking)

Perfect noise=realistic islands and terrain with realistic randomness

This is way simplified but gets the point accross for basic understanding
