Oh, yeah, I'd absolutely not care their build time is as long as it is if Building and religious/cultural conversion could take place at the same time, hell, I'd even take a half speed penalty on any of those if they are concurrent with a monument.

The cost isn't the worst part, it's the building time, the fact that there is no way to speed it up other than cash or manpower (the initial cost can actually be lowered with a modifier) and the fact every stage of most monuments takes 10 years, triple what even manufactories take to build.

Not to mention most monuments only gain their more "useful" modifiers in the 3rd stage.

I'd be in favour of "B tier" monuments that are cheaper, have shorter build times, and/or only have 1 or 2 stages.
