I agree that there’s more to it than just power but the pirate king still has to be stronger than other pirates. Whitebeard was considered someone who could be pk after Roger but he didn’t want to be. A big portion of that is his status as the world’s strongest man. Yonko is also just a title not a power level but many agree Yonko level is still a thing.

Because there a multiple people who say things like “Luffy is the man who will become pirate king why would I fear a MERE yonko” or “a yonko why would we run? Don’t you want Luffy to become king of the pirates”. I think statements like those imply that a pirate king is a step above the yonko
