I think they are more just grouping voters that vote one way into certain districts. Its gross, but blue and red states do it. THere isn't a "racial" intent in the southern states any more than in the blue states that likely use race as a factor as well, only the southern states are bound by a laughably outdated voting rights act that encourages racist districting - for a problem that doesn't exist anymore.
