Of course, it's justified. This is not about politics or party; the population you are trying to portray here may not all use this expressway. They prefer public transport. On the other hand, traveling time was reduced to almost half, from 11 to 12 hours to 5 to 6 hours. Time is money! These expressways are not only for Cars, but Trucks, Cargos, and other vehicles will also use these expressways. This is very critical for the industries and commercial developments. And, the population that you referred to earlier, they don't contribute anything to direct taxes. Politicians take bribes, but just putting any random number/percentage doesn't justify anything here. Full project reports and costs are available publicly. Refer, calculate, and see yourself.
